Add more granular RBAC for DNS Management
Currently to add zones or modify records, the user must be a system level admin. We need a role that allows us to delegate work done for DNS zones to users/groups that don't have full admin permissions in the console.

This has been shipped as part of the May 2024 release: "Introducing DNS API Groups" - This release introduces new specific API groups for DNS management, allowing more granular permissions. There are 3 groups available: monitor, user, admin.
