The "Do not retry" policy is only for routing and for select URL/URIs and we want it for the globally for the HTTP Load Balancer. The reason for this ask is because I don't want to manage 100 hundreds of routes on an HTTP load Balancer with their separate Origin Pools, which all would be the same Origin Pools, when it can just be the root/global for it.
